The two instances mentioned were of the form "minor sexual assault, competently handled as soon as reported", which sounds like what a community that competently handles these things looks like. To get much better, you'd need to dip into mindreading.
(Sidenote, in case anyone gets the wrong message: If you are a sexual harasser, I hate you. If you've done sexual assault, I really hate you. If you've actually injured anyone, I will only not want you to suffer in hypothetical thought experiments. Trying to trick me into thinking you're not a sexual harasser is something that I will be looking for and trying to correct for.)
