Ok seriously, everyone knows someone who is socially awkward or shy, but actively loathing the overwhelming majority of the population has never resulted in a functioning society. Yes, it still counts even if you wipe out all who s/he loathes be it by eugenics or death camps: if the residual population is as intelligent as you desire, congratulations, they're left solely with people who are competent enough to oust/kill them, should what they impose on the world not work out as planned.
If the only intended connotation was "high reproductive rate," OP would have gone with rabbits. Locusts are primarily known for forming plagues and causing famines.
Similarly, I've read a bunch of comments over there about how Muslims/Mormons/the Amish/the Red Tribe will eventually be dominant in a country because they tend to have more children. They have no idea how cultural change actually happens because their only tools to examine it are fertility and the transmission of genes (after all, everyone knows that Rome became Christian because the Christians laid more pipe).
