I’d love to read an Octavia Butler-esk sci-fi story that explores
race by presenting a world where people’s physical appearances are more
malleable. There’s already a lot of insightful critical thought about
the experiences of POC who can pass as white (often showing that just
being able to be seen as white doesn’t confer all the same privileges of
actually being white), there probably is someone out there that’s
incorporated their experiences into a sci-fi story.
Race isn’t the focus but the closest thing I can think of is the
twilight zone episode “ Number 12 Looks Just Like You” where every one
is forced into adopting one of a small handful of appearances, all of
them white. It’s touted as a solution to racial discrimination because
everyone looks the same and I think most people would agree that doesn’t
really “solve” the main problem.

Is it possible that people could ever be genetically engineered to look like what people socially agree is what people of a certain race look like? It’s seems really implausible to me unless you’re basically just in vitro using genes from someone of that race in which case they’re basically just the parent and the child is just part of that race according to most cultures.

In addition to what Soyweiser said, skin cells are replaced pretty quickly, so gene therapy to alter pigment would *probably* be one of the easier aesthetic changes to make using gene therapy. It also wouldn't require anatomical changes. There's more to what people socially define "looking black" as, but skin pigment is honestly one of the more significant factors.
(But I'm not a geneticist, so I could be wrong about that one.)
