I would not be surprised to learn that ICE hires undocumented immigrants and that that’s one of the reasons they go around masked. It would not exactly be unprecedented – many of the overseers on Southern cotton plantations were themselves slaves.
Very plausible. Many unfortunate souls find themselves in inescapable situations like that. If the option is Alligator Auschwitz or don a swastika and neck gaiter, most will choose the latter.
