Until OP points out exactly which person in the photograph is Juarez, I’m going to assume it’s the dude peeping over the flags way in the back.
Senor Juarez was long-dead by this point, this is just a ‘in memoriam’ sort of deal, like a US celebration of Abraham Lincoln.
Also, he was tiny, so no way was he tall enough to peep over the flag.
