    He was wearing kevlar, and the shooter was likely aware of that, so head or neck were the only possible targets.

      The neck is never going to be a target. The fact he was hit in the neck means the shooter missed, but got lucky.

      Or the neck hit was more chance. There’s an assumption that the shooter hit precisely where he was aiming, but it could have just been where the bullet happened to hit, close to the amining point, but not exact.

          Even if so, nothing short of level 4 plates would have stopped a rifle round with that much energy. Handguns, sure, but he didn’t appear to be wearing a plate carrier.
