On one hand, fuck landlords. They have plenty of money to do these upgrades. They just don’t want to.
On the other, more practical, hand, combining a carrot and a stick is probably the most effective way to actually get this done. And, to be fair to Mamdani, his proposal is much better than Cuomo or Sliwa’s ideas on Local Law 97.
I’d assume this ends up mildly benefitting the renters too, as this should mean utilities go down? Hopefully. But overall I’ll agree that combining the carrot and the stick seems to be the best way to get anyone to do anything about emissions.
