The most bilingual people in Canada are the people living near Ottawa or Montreal. French people from Chicoutimi are just as monolingual as English people from Edmonton.
Maybe it’s because “people living near Ottawa” are actually people from Québec (Gatineau), and Montreal has a large english community that kinda forces french speaker to speak english. Doesn’t change anything in that english speaker are very much better received in Québec than french speaker are elsewhere in Canada.

Non-metropolitain Québec has 30% of its population bilingual, versus 10% in non-metropolitain Canada outside Québec. Comparing Edmonton (a province capital with a million people) to Chicoutimi, a small town of 70k people is just unfair, and even then, Chicoutimiens are probably more able to speak english than Edmontoniens are to speak french.
Sure, without Montreal and Gatineau, Québec’s stats would drop a bit, but would stay higher than Canada by a large margin, excluding the french part of New-Brunswick, as I said.

The majority of people living near Ottawa are from the Ontario side. But, bilingual schools are much more common in Ottawa because of the proximity to Quebec.

Also, Ottawa had 36.4% of it’s population bilingual in 2021. You can see that that’s very low, right? Especially for the capital of a “bilingual” country.
Meanwhile, Gatineau has 64.6%. If it doesn’t make clear that Québécois are more bilingual than anglo canadians, I don’t know what will. All you have to do is cross a river and bilingualism doubles.
That’s not a gross overgeneralization of Quebecquers tho
Try speaking English in Quebec and you might get resistance but at least they know English.
Try speaking French in English Canada and nobody even bothered to learn the language. Hell, half of Canada barely speaks English properly.
