It’s one of those things that rather than trying to take itself too seriously, they embraced a certain amount of cheesy over-the-top performance that made it more entertaining and likely more fun for the actors as well.
Honestly I wish more games would go back to that culture/era rather than trying to be the next epic. The cutscenes from C&C were damned art, games like Warcraft 2/3 had some great Easter eggs from continually clicking units (including “me not that type of Orc” , or the necromancer’s rather edgy “I love the dead… frequently”), and even Diablo had the Cow Level etc
