It’s financially driven by wealthy who want to be essentially an aristocratic class, and since that’s a bitch of a sell, they focus on who’s lower than the average person instead of who’s higher, but the legislative result is always the same, more for the capitalist class. Everything else is window dressing, distractions, and whatever concessions they feel obligated to make.
