The terrorism charge was so prosecutors could nail him with 1st degree murder. Otherwise the charge wouldn’t apply and they would have gone for 2nd degree murder.

He can only be charged with First Degree Murder in the state of New York if he is a terrorist or a small number of other circumstances.
It might be a play by the prosecutor to start with big charges and negotiate with the defence, Judge, and Jury to bring them down while still convicting.
