Because the bunker buster knows how to read and is looking for the object labeled “Bunker,” and will keep going until it finds one. If they put that label on the rock, then this would work obviously

The only flaw with this plan is, if you piss someone off badly enough, there is no bunker that will withstand a direct hit from a nuke.
