It is a slight exaggeration. If the submerged, non-broken ones are easy to find it’s not public information, although it sounds like the Soviet ones were.
Finding chinese submarine is even impossible, they will be submerged before its even deployed!
Finding a US submarine is easy enough though, just gotta ask someone in the army for you to be invited to a groupchat on signal
