Telegram has been doing canary releases of updates, so the path provided by izheil@ani.social probably doens’t exist in all versions.
Settings > advanced > experimental settings > Hide AI button (The last option in the list at the time of this post)

Interesting, the iOS app does not have an advanced settings button.
Sorry, that was only on desktop, on iOS and android there is no such feature yet.
For telegram you have an open issue on their tracker that you can vote for.
A quick search didn’t really give me any results of iOS forks that allow disabling AI, so either none have it, or they don’t mention it directly…
