Wdym ‘general primary’? And are closed general elections a thing in the U.S.?
Basically some places (notably french presidential elections) have 2 round elections. Round one is a regular first past the post election, except the two candidates with the most votes go to the second round, where they are the only two legal candidates.
The idea is to reduce vote splitting. California uses that system, but they call it “open primaries”.
