No, they don’t. I’ve played GTA Vice City, and during Taxi Mission, a lot of times I have to pick up someone or drop someone to the beach, and they don’t pay extra.
It looks like California. I think this is normal there, especially in the Venice Beach area.
Close! Pismo Beach area. You are allowed to drive on the beach as long as you pay to get in.
It’s also where people learn hard lessons about tides and parking too close to the water.
